Delhi Metro operates on a consistent, reliable schedule. DMRC's Annual Report 2022โ23 documents high operational performance. When infrastructure is dependable, commuter behaviour adapts. This is the clearest natural experiment available in India.

The PAC report, the Delhi Metro data, and Hall's cultural framework all point to the same conclusion: IST is a system-level problem with system-level solutions. It is not a character flaw. When infrastructure improves and incentives change, behaviour follows โ measurably, quickly, and without anyone needing to be lectured.

Start your next meeting on time. Announce it in advance. Hold to it. The Nash equilibrium only shifts when one party changes the payoff structure โ and that person can be you.
